“Courtesy Zoning”, whereby City Council follows an unspoken rule that approves site specific zoning matters according to the District Councilperson’s wishes. City Council has informally adopted the practice of “courtesy zoning” whereby the council member in whose district a development is located will be deferred to.
Although it is regarded as unethical, it is not illegal in Denver city government; but under the Colorado Constitution, courtesy voting in the state legislature constitutes the crime of Bribery. See that portion of the Colorado constitution here
These Council candidates have committed in writing that, if elected, none of them will engage in courtesy voting, and all of them will remain independent of Mayor Hancock. These candidates are listed as how they will appear on the election ballot.
